WEDNESDAY 26 SEPTEMBER 

 

2.30pm - 4.00pm : The Transformation of Aeronautical Support in the Armed Forces

2018 is seeing many organisational and budgetary changes which have an impact on the way aeronautical support is designed and implemented in the Armed Forces:

  • December 2017, Ministerial Action Plan (Evreux address 11 December 2017):

- Creation of the Department of Aeronautical Maintenance (DMAé);

- Adoption of a new approach to contracting, promoting long-term, all-inclusive contracts;

- End-to-end empowerment of manufacturers;

- Systematic development of Armed Forces-Industry platforms – “one-stop-shop” approach - logistics functions not dissociated from repair or maintenance activities, etc.).

  • The new Military Planning Law ‘which will determine the format of the armed forces and their level of activity’ and will govern the Support effort in general.

 Aim of the round table 

  • Outline the key points of the transformation of aeronautical support in Defence.
  • Provide an update on the change and its consequences for operational activity 
  • Communicate about the actions engaged by the various stakeholders concerned

 

4.30pm - 5.30pm : Workshop 2 - The MRO economy and its impacts on Military Aeronautical Support

The MRO economy responds to specific factors and faces national, European and international challenges which vary according to the type of customer, platform and use.

Its financial weight and operational significance is growing constantly, leading to the establishment of a genuine area of strategic activity (civil or military aviation). At the same time, globalisation has forced aeronautical support to transform its capital, organisational and industrial models with a view to performance, pro-activeness and the solidity of operators.

Furthermore, the traditional areas of aeronautical expertise, which formerly made up the bulk of activity, are now subjected to growing competition from emerging players (low-cost areas) and confronted with new industrial and regulatory guidelines (e.g. EU REACH regulation, Parts Manufacturer Approval – PMA, etc.).

 

Aim of the round table 

  • Outline the national, European and international challenges of the changes underway in the aeronautical MRO economy
  • Identify the impacts of this transformation on the ‘French and European Defence Industrial and Technological Base (DITB)in MRO’
  • Consider the effects on the activities of the Armed Forces (aeronautical support).

 

THURSDAY 27 SEPTEMBER

 

9.30am - 10.45am : Workshop 3 - The technological and digital transformation of Military Aeronautical Support

  • Due to the rapid digital transformation of the ASD sector, MRO/Military Aeronautical Support is entering a new technological, managerial and sociological era reflecting the concept of the 4.0 factory.
  • So-called smart technologies are being called upon to transform the sector (processes, expertise) but they also open up perspectives which should lend new meaning to MRO/Military Aeronautical Support, whether civil or military (digitalisation, robotisation, 3D printing, augmented reality, Big Data analytics, photonics, etc.)
  • This new MRO/Military Aeronautical Support approach should lead to maintenance optimisation and the reduction of over-maintenance, differentiated and projected maintenance, predictive maintenance, remote MRO or innovative logistics organisation. It will inevitably result in a new relationship between ‘customers’ and MRO service providers (contractual engineering, data sharing, responsibilities, etc.).
  • It will also lead to the emergence of new professions related to data (Business Analyst, Data Analyst, Data Scientist, Data Engineer, Data Architect) and will modify the professions of maintenance and logistics operators which will require an appropriate RH approach (recruitment, initial and in-service training, retention, etc.).

 

Aim of the round table 

  • Outline the factors of digital and technological change in aeronautical support and define their level of maturity
  • Identify the effects of digital transformation in MRO on aeronautical defence activities (OPS and HR)
  • Outline the ministerial strategy (DGA study for a Big Data Analytics Strategy in the French Ministry for the Armed Forces).

11.00am - noon :Workshop 4 - Military Aeronautical Support as a lever of European defence

With the commissioning of fleets based on pooled equipment, military aeronautical support is increasingly becoming a key factor in European defence cooperation (EU, NATO, multilateral):

  • Contractual Franco-British cooperation for A400M logistics;
  • Franco-German cooperation for the training of Luftwaffe Air Force A400M mechanics;
  • Allied NH90 cooperation;
  • Pooling of French and German C130J fleets;
  • MRO European cooperation without France, etc.

In the framework of the development of European Defence (Permanent Structured Cooperation - PESCO, European Defence Fund, Future Combat Air System, etc.), military aeronautical support appears to be a core element in the construction of a European Security and Defence Identity (ESDI) at the political, industrial and operational levels.

 

Aim of the round table 

  • Feedback on European cooperation relative to military aeronautical support ;
  • Outline the models for military aeronautical support cooperation in Europe: cooperation with or without French involvement
  • Define how military aeronautical support can contribute to the construction of European defence (PESCO, Defence Fund, etc.)

2.30pm - 3.30pm : Workshop 5 - MRO, training and export of air platforms

In many regions of the world, States are renewing their fleets, which potentially provides serious perspectives for exporting French and European aeronautical defence equipment.

This said, political, industrial and operational competition is fierce and the offer must be accompanied by a coherent and consistent body of services (training, MRO consulting) on the part of the exporting countries in addition to, increasingly, industrial alliance or pooling (offsets).

In this context, exports are almost always systematically based on strategic State-to-State partnerships which involve suppliers and national armed forces (export support).

This is particularly the case for military aeronautical support, which deploys resources for the commissioning of equipment and its initial operational support and thus has an impact on military forces.

 

Aim of the round table 

  • Outline the dynamics of aeronautical exports, their support needs in terms of MRO and associated training.
  • Provide an update on Armed Forces-Industry cooperation in major aeronautical export markets (feedback).
  • Put forward proposals to optimise this relation in an intense operational context of limited military resources and the prospect of new markets.
